Ken Beard

Ken Beard serves as Chairman of the Board of Directors for North Carolina National Guard Survivors’ Outreach Fund.

Ken is a retired Brigadier General from the NC National Guard. After serving over 35 years in the military, he retired in 2016 from the position of Assistant Adjutant General-Sustainment. He served as the principal adviser to The Adjutant General for sustainment operations and was responsible for senior oversight of the 113th Sustainment Brigade and the 130th Maneuver Enhancement Brigade. Previous military assignments include Firing Battery, Field Artillery Battalion, and Field Artillery Brigade Command, as well as various staff positions at all levels, including the US Joint Forces Command and the Joint Staff.

Ken holds a B.S in Zoology from NC State University and a Masters in Strategic Studies from the US Army War College.

Ken recently retired (December 2020) from RJ Reynolds Tobacco Company in Winston-Salem, NC after nearly 35 years, last serving in Research and Development as Director of Next Generation Product Development.

Joseph Vickers

Joe Vickers serves as Treasurer on the Board of Directors for North Carolina National Guard Survivors’ Outreach Fund.

Joe is a retired Command Sergeant Major from the NC National Guard. Following a 38-year military career, he retired in 2017. Joe served at the brigade and battalion command levels. His staff level assignments included senior noncommissioned officer for Army operations and training, Joint military and state operations, Army and Joint logistics, and brigade senior operations noncommissioned officer.

Joe was mobilized in 2004 in support of Operation Iraqi Freedom II and served as a company first sergeant with 30th Heavy Brigade Combat Team, 1st Infantry Division. He was again mobilized in 2013 and served as a battalion command sergeant major, 1st U.S. Army Support Battalion, Multinational Force Observers, Sinai Egypt.

Joe is a graduate of the United States Army Sergeants Major Academy, Bradley Master Gunners Course, Mountain Warfare Course, Air Assault Course, Recon Course and attended the U.S. Army Ranger School.

As a citizen Soldier, Joe was involved in a number of humanitarian relief missions following many devastating hurricanes and winter storms in North Carolina. He also served as a casualty assistance officer for the families of Fallen Soldiers.

Joe is the independent business owner of Cutting-Edge Precision Lawn Care Services in Franklinton, N.C. and specializes in lawn care and landscape management. His passion for volunteerism is fueled by likeminded individuals and organizations who recognize the need to honor and remember our fallen soldiers and airmen.
